  1. It is important to visit the Great Barrier Reef during the time when there is no box jelly fish. That means that you SHOULD NOT really visit between November and April.A good time to go is in September.I have been there in June and July and found the water a little bit cold.September is warm enough for swimming, snorkelling, diving and other water sports. There a lot of trips you can go on ,visiting Kuranda,Daintree national park and I recommend a nice day trip to the reef.I guess there are also lots restaurants to go to as well.At least a week will be needed if not more.

  2. April to September is the best time. If you stayed a week in Cairns you could go to Port Douglas And The daintree . Up the mountain  on The sky cable car and a trip on the kuranda rail .There are plenty of tours out to the reef for snorkling or what ever. Stay away from the rivers . Those crocs are big.   http://www.cairnsattractions.com/ After that go down to Airlie beach and sail to some of the islands. Magic. Plenty of places to stay depends on your budget.

  3. April to June or August to October.  Summer is the wet season and it does get cooler and wetter in the Winter also.

I would reccommend a Whitsunday Islands Boat Sailing Charter for a week or two.  You get 3 or 4 people and hire a sailing boat (motorised) and sail (island hop) around the beautiful islands. It's not the open sea so you wont get sea sick.  You can see coral and lots of sea life in the Whitsundays and you can also take a tour out to the reef.

You can sail from resort to resort and check the beautiful places without being stuck in one place.
