September and October are the best time to visit. The weather is still warm but there is less rain than in the Spring.

I think any time of year is great to visit Paris.  I've been there in December, January, February, March, May, and June, and all were good times.  In the spring/summer, certainly everything is green and blooming.  However, in the winter you can get some great views when the leaves no longer provide obstacles.  Also, in places like Palais Royal, you can't really see how the trees are manicured (very straight lines) when they are in leaf.  So, it really depends on what you like.

I would say the springtime/ le printemps. The summertime is just too crowded with tourists. The rest of the year is pretty cold. In the springtime it will be nice weather and less crowded than the summer, so you should be able to see more and enjoy your time more.
