When is the best time to book a trip to Mexico for New Years 2009?

I want to go to the Mexico for the next New Year (2009). When is the best time to book for a holiday? When will there be deals? My travel agent said that to book as soon as possible for the best rates but I don't think that's true since they always say that. I've seen deals for other holiday times (like spring break), they usually start to have deals now. I'm just not sure about New Years though. Anyone have thoughts or experiences on this topic?

With the economy the way it's going I would wait. There have been a lot of reports on tourist areas in Mexico that are seeing huge drops in the amount of people visiting. That means killer deals, and free upgrades.

Try looking on the online travel sites (expedia, etc...) and see where in Mexico you want to go, and what resorts you like. All inclusive is the way to go if you are going with a large group. Since not everyone will want to eat at the same time, and you will not have to hunt down a place to eat. You might also try going to the website of the resort you like, and sign up for email updates/specials.
