The sooner the better.  Airlines price tickets according to fare basis.  This means they have a certain number of tickets they can sell at a certain prices and there are different codes for different fares.  Once one code sells out the next highest in fare increases. This is why last minute tickets are priced so high.  Because all the lower booking codes have been sold out to people who bought their tickets in a timely manner. US Airways can sell tickets a little less than a year out.  I'm not about other airlines but you may have to wait a month or two.  There are occasionally sales on tickets as it gets close to flight date but rarely ever will you see them in the international market.
