At the end of the season when the shops are trying to empty their inventory.

some places got good deals right now, but thands down the best time to buy is in August/September when the fiscal year ends and the board shops are liquidating all the past year's gear to not have to pay taxes on it and to make room for next season's gear which comes out in October/November.

The deals are better than the end of season sales. At the right place you can get gear for 30-40% off. Outwear and tshirts can get up to like 50% off

I would say when you are good enough to not rent anymore and are really into snowboarding. If your not gonna be boarding a lot, I'd stick to renting. And if your a begineer get a used board, there just as good and cheaper ~_^

If you mean to save money, either at the end of the Winter or in the Fall just before the stores get their stock for the new season.

If you mean in terms of your skill development: now! I've seen some of my friends instantly show improvement moving off rentals onto their first quality deck.

A lot of people are suggesting that you purchase last years board. For example, picking up a '07/'08 model in the summer/fall of '08. You can actually start finding '08/'09 models in the summer of '08 and quite a few places - especially towns that thrive on ski resorts, etc will sell you them a little early at a discounted rate. I've picked up many, many boards this way. The worst time to buy a new board is at the beginning or during the season.

Some say it's at the end of the snowboarding season (In March, because brands are trying to get rid of old stock and make room for 2009 stock) or anytime in the summer.
