  1. When the tide is coming in. This when there are bigger waves that wash farther into the beach area so you can ride them longer. So when it is about to be high tide is the best time because the waves will wash up farther into the beach which gives you more room to ride. When it is low tide, there isn't much room to work with

  2. if you want to ride waves, go to the beach at high/incoming tide because the waves break closer to the shore at high tide. if you want to ride on the sand, go at low/outgoing tide because the waves break further out and there is more sand exposed. check the newspaper or like www.magicseaweed.com or something for tides.

if you mean time of day, i like to shoot for the early morning before any crowds, if you skim at a crowded place. also the sunrise is really nice

  3. This question depends on the specific break.  Some breaks work good on low tides some work good on high tides, it all depends on where you're at and it also depends on the swell direction.

Ideally, you'll find a nice sandy beach with no shells and no rocks with a heavy barreling shorebreak where the wind always blows offshore and the water is 80 degrees year round.  That would be the best time to go skimboarding.

Jetties are usually pretty solid for skimming because of the way the swell peels off the rocks.  But if you don't skim waves then go wherever you want because in that case none of this really matters, flatground skimming can be done pretty much anywhere.
