hi.  i was born and raised in SC and i went to undergrad in charleston, sc.  charleston is very much so a tourist town so if you're thinking in terms of things to do the best time to visit is may-july roughly.  however, if you are thinking off season when it's cooler sept-march you'll maybe save some money but there won't be much going on as there would be during the warmer months.
