  1. Best to visit Melbourne in mid to end spring.

  2. When is the best time to visit any city?

If you want to experience Melbourne "celebrating"... then the first week of November and the Melbourne Cup/Spring Racing Carnival is a great time to visit.  If you love Aussie Rules footy, obviously the height of the game (Grand Final week) in September is THE time to visit.  If you want "spectacle" then March and the Grand Prix is a must.

Basically, if you hate cold (and hot and cold are relative)... forget the last couple of weeks of July/first three (or so) weeks of August.  Mid-winter, and Melbourne is invariably cold, wet, grey, and raining.  If you hate "heat"... then January/February are the times to avoid our fair city.

The rest of the year, Melbourne tends to be pretty mild - with average temperatures in the mid-20s to low-30s.  Obviously these "averages" go up (or down) the closer you get to winter/summer.

Personally, I think the "best" time to visit Melbourne is Spring.  The blossoms are out, every thing's starting to green up again (give or take the drought), and the ducklings and cygnets are wandering the banks of the Yarra or Albert Park Lake.  The Royal Botanical Gardens are in full bloom, and sitting on The Promenade/Southbank with a nice glass of red, great friends, and fabulous food, watching the people (and boats) go by on the Yarra is just a great time to be alive.  Just don't forget the sunblock!  The Sun has a pretty fierce kick in it in Spring.
