There is a high season and a low season in Puerto Vallarta.High season(more expensive room rates)runs from the first of November until May 5th.

Mid September to Mid October as all of the summer tourists have left and the winter tourists haven't arrived. If you book with the hotel site directly,upon check in ask if they have a lower rate or a room with a better view for the same rate. But be sure to get it in writing. Also tips are expected for this but be discreet. It worked for us and we got a water view room for the price of a basic. This was about a year ago.

The last couple of weeks in October are a nice time to go to Puerto Vallarta.  The high temperatures and summertime rains have already passed and the "high tourist season" doesn't begin until November.  You can save a lot of money on lodging.

Also, some of the restaurants, which close during the "low tourist season", will open their doors again, in late October, in early preparation for the arrival of the November through April "high-season" masses!

P.S.  Probably, the worst time to go to Puerto Vallarta is during the week before Easter (called Semana Santa) or the week after Easter (called Semana Pascua).  It's wall-to-wall people during this time, as thousands and thousands of Mexican national vacationers arrive from the huge metropolis of Guadalajara and surrounding areas.

Summer, but it's hot and humid and rains an average of 15 days per month.

Flights are relatively inexpensive, just flew from there to San Francisco for less than $200 each way.

Find a place to stay that's not on the beach.  Playa Los Arcos has two sister hotels that are less than $60 per night (expedia) and they are both one block from the beach.  Plus, you're in the romantic zone, so the malecon, inexpensive food, etc. is within walking distance.

You can find others if you search - both less expensive and halfway decent.  

It's an awesome town - enjoy the trip.
