When is the final rider list for the 2008 Tour de France released?

Includes preliminary lists or even just the riders that people assume will be there.

Also what date does the tour start?

The teams have until the day before the tour to finalize their rosters. Starts on the 5th this year.

well last years tour, it was the night before when TdF dropped T-Mobile. or was that '06? otherwise you can go to the TdF website and see pretty much the line up now..
