  2. Some kind of election is said to have been there, even in the historical period. May be it would not have been democratic enough involving all the people. Rome did have a kind of democracy where certain class did not have the right to elect the ruler. In India also, the kings did permit some kind of local self government, where the representatives from influential sections did have a say. Some times, the representatives were selected based on lots. In Tamil history, there was a practice of selection called 'kudavolai'.
