As of November 2007 here is what I have found - Leonard Rowe, Atlanta-based promoter has revealed the possibility of a Jackson family tour for 2008. Leonard Rowe, who has been in the business since 1975, told the Atlanta Journal Constitution he flew to Las Vegas in April to discuss the idea with the Jacksons. Rowe said Michael didn’t shoot down the idea; he only nixed a 2007 tour because of the amount of preparation involved. No additional planning has been started.  So this is still out there - everyone got excited in the press about this early in 2007 when it got out....looks like 2007 tour was unrealistic from prep standpoint (?) so 2008 tour is now the talk.  Jermaine gave his interview to BBC back in 2007 (someone in the family actually speaking about it)...sounds like the siblings are all in favor.  Just need to pull it together for 2008.
