When is the last day I can go to Mexico, without a passport?

This has not been decided yet.  It will be some time during summer of 2008.

Right now you need a photo ID and a proof of citizenship.  

If you are planning a trip in the spring, you are safe, but if you are planning one in the summer, I would get a passport.

Assuming you're a US Citizen, the following applies:  

Implemented on January 23, 2007, ALL PERSONS traveling by air between the United States and Canada, Mexico, Bermuda, and the Caribbean region are required to present a passport or other valid travel document to enter or re-enter the United States.

It will be sometime during the summer of 2008.  The government will give at least 60 days advance notice in regards to this matter.

If you fly, you need a passport now.  If you drive or walk into Mexico, you don't need one right now.  Come January 31, 2008, you will need a birth certificate and a drivers license (or some other form of government issued i.d.--this is from the first link).

The last link shows where Congress is pushing for that date to be pushed up to June of 2009.  The third link shows where President Bush signed a $555,000,000 spending bill.

Now, it doesn't specify if this is included in the spending bill, however; contacting your senator would be a good idea to see if it has happened.
