  1. My daughter lives in San Diego, and there were wildfires about 3 years ago in the Spring. I think it's mostly Spring and Fall.

  3. I don't know the actual dates but listed below is a site for California pertaining to that.

  4. The fire season start and end dates are different every year.  The dates can also be different for each region of the state.  Usually, they will try to coordinate each region to start at the same date, but that is usually not the case.  

    A fire district in CA will declare the start of a fire season only when the fuels are dry enough to support  fire and there are no major storms or a series of storms are expected in the near future and into the start of the dry and hot summer season.

    The fire season will end after the first or second significant wetting rain event and no significant extended dry and hot periods are expected for the remainder of the year.
