When it comes to a learners permit..?

Does the 21 year old that occupies the front passenger seat have to be a US citizen?

Note: they don't have a license in their own country and the government site says anyway that it's "always with a licensed driver."

Still curious if they'd have to be a citizen even with their own license out of the US.

  2. This is, of course, specific to CA, but most states have a similar rule:

    AND

    Have completed 50 hours of practice with an adult 25 years or older. The adult must have a valid California driver license and certify to the 50 hours of practice. At least 10 of the 50 hours must have been done at night.

    So a license from the UK wouldn't do it, or even a license from Utah.  The person with you must be over a certain age and have a license to drive in the state you are in.

    So generally, no, because it's unlikely a non-US citizen would have a valid license to drive in your state.

  3. Check your local DMV as the age varies in different States. The person in the front seat is normally required to have a valid license from the State you have your permit from.
