I say out to play, as mine are preschoolers, so they still need supervision.

  1. its not very healthy to be in so much heat. they can also get sunburned very easily. but if they want to go outside, make sure they drink LOTS of water! dehydration happens

  2. I'm in Texas and yes.  My kids play outside when it's hot and humid.  As long as they have plenty of water and sunscreen.  I do try not to allow them to be outside for extended periods of time.

  3. yes, to parks with sprinklers

  4. No-  I wait until it gets cooler.  I don't like my daughter to be in the hot sun especially during the middle of the day.  To much risk for heat stroke and or sunburn.  In the summer, we don't play outside between 10 am and 4 pm.  I live in Texas.  I guess if you live farther up North then perhaps different hours, but I am very concerned about over heating my child and over sun exposure problems.

  5. Sometimes I do, but if it seems too hot then I take them back inside.  It gets that hot here, but our humidity is low so even when it's very hot out it's comfortable in the shade.  I also make sure they wear sunblock and drink lots of water.

  6. Yes.  As long as they are hydrated and have sunscreen, they're fine.

  7. It depends. My neighbour's yard is very shady and cool evern when everyone else's isn't, so I would let them go over there, but they still have to wear hats and sunblock. Other than that I would rather keep them home. They dehydrate at alarming rates when it gets that hot, I find.
