You use your dims, No fog or brights. Brights causes a light wall on the raindrops. Its brighter outside but you cant see as far.

use your low beams. your hazard lights are for a hazardous condition., say you are stopped at an accident I don't believe you are supposed to drive with your hazards on unless you lost your brake lights or something like that

I agree with the other answerers that you need to use low beams in rain. It is a law in many states right now that you must turn on your lights when you turn on your wipers. Unfortunately, this law is seldom enforced as I have seen in my travels.

One thing more, if you encounter fog while driving in the rain, please put on your hazard lights ( those blinking lights). I've noticed that there are just too many drivers that don't even bother to put on regular lights in fog which makes them invisible until you are right on their bumpers. Dangerous to say the least.
