Yes. That is actually the most proper way to do it.

It makes the edge more stable and the fringe looking

very nice. It also give you a chance to decide how dense

you want the fringe to be. At every stitch, every 2nd or 3rd one

etc. etc.

Yes it is, just cut equal strips and use a crochet hook to loop through a space on the edge.

Sure!  Like everyone else seems to be saying, just use a crochet hook and pull it through to knot it off.  Just hook the needle around the center of the lengths of yarn, then pull through a loop (not all the way!).  Thread the tail ends of the fringe through the loop and and pull tightly.  There are other ways to making it more secure, but that has always worked well for me.  :)
