When makes sexual harrasment?

I had some problems with my last job, where is the line between flirting, and harrasment. And I mean between boss and employee.

There are two types of sexual harassment in the workplace:

quid pro quo and hostile work environment

Quid pro quo means "this for that" or a trade of sexual favors for an advantage at the workplace, like a promotion or raise or exemption from layoff.

Hostile work environment means that the behavior of a person is offensive to the other person, whether by crude jokes, inappropriate touching, suggestive language, etc., etc.

Flirting may even be sexual harassment by presenting a hostile work environment to other employees.
