No, it's called being ignorant of those skills. You don't have genes that tell you how to cook, change a tire, etc, since these skills require modern technologies that have only been around for a couple generations. Even cooking required making a fire up until this century. We now have appliances like electric ovens, as well as more complicated cooking techniques to make use of the technology.

Instead, people either learn or don't learn how to do something. Someone who can't cook has never learned how, and if they put the effort into finding someone to teach them or to teach themselves, they will learn.
