When playing ping-pong, if the person serving goes to serve th ball and misses it, is there a point given?

If he touches the ball, then it is a point, if he totally whiffs then it is not in play.

The person has to make contact with the ball before the game starts so whatever happens before they actually hit the ball doesn't count for anything.
