  2. 18" would be stronger it depends on the load if its a 10" slab then you"ll probably be putting something pretty heavy on it

None,,it'll just save on a couple of sticks of rebar..It's all going to be tied together and if the pour is of the newer 3000 psi fiber filled concrete it will be fine..The key is giving it enough time to cure properly. That big and thick of a slab sounds like its' going to have to support tons of weight.  Once poured and finished I would not remove the forms for at least 5 days and then still not use it and let it cure a additional 5 days all the while keeping it wet down with a sprinkler. The concrete needs to cure from the bottom to the top and that takes time,,,too many people rush and get in a hurry to use their slab and then weeks or months later start seeing spider cracks appear all over the slab.  Rebar helps to stop concrete from breaking not cracking. Do yourself a favor and take the time to let it cure properly now and save yourself some problems later..Also you didn't say but the rebar should be at least 3/4 inch and held at least 1/2 of the slabs thickness off the ground.....

  5. This is not a DIY project.

    If this is for real, why in h**l are you asking us on Y/A?? You need to be talking to cement contractors, getting bids. They will need to consider the soil (base), the possibility of surrounding erosion or earthquake possibilities.

    That is one hefty cement floor you are considering.  You have stated 18' (18 FEET) vs 24' (24 FEET) for your rebar.  Not nearly enough.  Did you mean 18 " (inch) and 24" (inch)?

    Get a cement contractor's opinion.

      

    This slab will be 9600 square feet, and require big $$ and a huge caravan of cement truck deliveries to accomplish this.
