is it possible to apply for work and state that u can only start working at this certain time. Or how do u approach such a matter?

You can put a certain date on the application. Keep in mind by doing this that you may not be considered simply because you don't meet the needs of the company. But there's also the chance that the date in question may work for someone else.

When you apply for a job, labor laws require that you must be treated like any other candidate for the same job. If you are asking to work specific hours, just like any other person, you let the person who interviews you know what hours you're interested in working. If there's some medical reason, get a letter from your gyn outlining why you can only work those hours. Then it's up to the company to decide if they will hire you.
