Is it usually the same rate as if I place the same call?

**I'm with AT&T if that helps.

  1. Yes, you do, but you do not get charge for the international call only your regular standard minutes of your cell phone plan.

For example if your plan has 700 minutes plus free nights and weekends, it will deduct minutes from your monthly 700 minutes

If the Cell phone carrier is from AT & T also ( international) then minutes do not apply.  It is a free call..so make him get AT & T  LOL

  2. When I get ship out to Venezuela or Colombia, I use my cell phone to call home..I get all the charges, like roaming, international connection, etc,  My wife only get charge minutes.

I now have a Magic Jack, which allows me to make phone calls through the computer anywhere in the world for FREE, I only pay 19.99 a year for the service.  It is use in the Coast Guard.

Go to www.magicjack.com   for more info.
