When securing a boat on the trailer, does the winch strap go under or over the roller?

If you are refering to the strap which pulls the boat forward on the trailer, it goes over the bow roller.

As long as the side you use is slightly lower or at the same height as the eye in the bow the strap hooks to, it doesn't matter. The idea is to snug the bow to the trailer when it's bunked. If the height difference is too great you'll find it difficult to get the bow into the trailer keeper all the way.

Depends on the brand and style of boat. I have had boats that go each way. Last boat a ProCraft the bow strap went over the roller.

My current boat a Triton goes under the roller.

Best way to tell is if the bow hook is over the bow roller when the boat is properly loaded on the trailer the hook goes over the roller.

Same if the bow hook is under the roller.

When your boat is properly loaded your boat should be snug against the front roller. Hope that helps. Again depends a lot on the manufacture and or style of boat.
