When should I re-plant my tulips? And what should I do with them before I re-palnt them?

My dad bought me tuilps for my birth day in may. And now they're dead and I don't know when to pant the bulbs.

Let the tops die down, don't cut....just tie them down until they naturally drop off....

Plant between Labor day and October 1.
