When should out-plan project be reconsidered for inclusion?

I would love to hear more about this.  My school system is going to one self-contained classroom for students with mental retardation... from mild to profound. Could you imagine an EMD teen sitting in the same classroom as one who is profoundly retarded?  How embarrassing!!  Autism classes remain as is.  Only students with mental retardation will be effected.  The only other option is a full-inclusion classroom with one to two hours of EC co-teaching.  Aggh!!  How are our EMD kids supposed to learn sitting in an eighth grade math class???  Sorry  for venting!
