When should the courts recognize racial discrimination?

the investigation by the police / authorities would reveal the sensitivity of issue.  investigation must be objective and the team must hv various mix so as to allay any racial moral  corruption.

the LA riots showed a clear case of color.  but investigations were one sided and the court was indeed blind.  

in OJ simpson,  it wasnt color - just another murder but the judge was so ridiculous!  thats justice for u in usa!
