When someone's phone is turned off can they see when you call? When they turn it on can they see them then?

When someone has turned off their phone, they cannot see or know who has rung them unless them have left a message on Voice mail. If they turned on their phone on again they still won't know if someone call them when their phone was off unless they left a Voice mail message.

If your phone is turned off, No you will not see incoming calls.  A lot of times when I turn my phone back on it doesn't show me any missed calls.  Sometimes it will but mostly it doesn't.  I think it's supposed to but it almost never does.
