If you want to be more public, you can add details to your question, telling him-her that the answer was poor.

I think that giving them a thumbs down would be one way. Another would be picking No Best Answer instead of choosing someone. And another yet, would be to do an "edit" of your question.. adding that "btw, (so-in-so), that's not it at all" or something similar.

well you don't really need to say anything to them, you are supposed to pick the best answer out of all of them,and if you feel all the answers are inadequate, you may select "no best answer". you can rate their question poorly, but they would not know that it was you that rated them. i hope i did not fail to answer your question.
