you need to be on level 2 to do that

Because you are still on Level One. When you get to Level Two, you will be able to rate answers.

You will need 250 points before you can give the thumbs up or down.

To find the "Points & Levels" page:

1.  Click "All Categories" in the left pane.

2.  Click "My Yahoo."

3.  Click "What's going on in Answers"

4.  Scroll down to and click on Points & Levels to learn how they help you build your reputation.
