When someone is lying do they look to the upper left or upper right?

My father is a police officer and he once told me you can tell someone is lying if the look up to the left or right , can't remember which cause I know the oppisite they ar recalling something? Please help

Not necessarily.  

People will normally do something different when they are lying. You just pay attention to what they are doing when you know they are telling the truth, establish a pattern, and then watch for them to do something else.
