When someone with braces dies, are the braces taken off before burial, or do they just leave them on?

Depends on the family, remember that when people die, they never die with a smiling face... -_- so you will never be able to know, if you remember the Simpsons, when they unburied the Simpson Popular character with the Silver Tongue, he had it with him, he was buried with it.

I guess that depends on the family, what will be the use of removing the bracers of a dead body? And still the bracers will never dissolved... they will remain there with the bones... so I guess again it depends on the family, but in most cases they surely are left there...

Unless your mom wants them to put on a frame and have them at home XD

As these braces will be of no further use/value to anybody, will never  hurt the corpse and may be a messy job trying to take them off sombody who is not cooperating, it would be better to leave them where they are. (Say is that your M.SC thesis topic? It's different hmmmm......).
