When something says "Call Collect" does it mean it will cost money?

If you call somebody collect, they will be asked if they are willing to accept the charges.

If you accept a collect call from someone, the charges will show up on your phone bill.

When someone cals you collect, yes, you are paying the charges for the call. Since it will cost you money, you're asked if you will accept the call.

Pick up the phone, dial the operator and tell her you want to make a collect call. You will not be charged for the call, the person your calling will pay for it
