When submitting your site to search engines, is it ok to submit the subpages as well as the home page?

i know google bots or ne other bot-type thing will index all your pages if you only submit the home page, but is it more effective if u submit all the subpages seperately? Or will there be a penalty for that....

you submit home page and sitemap(html or xml).any search engine.that google bots index all pages. I have submitted http://www.besttemplatedesign.com google,yahoo and MSN Search engine .
