When texting verizon does it count both received and sent or just sent?

idk how the billing works. my dad uses 250 a month instead of unlimited. is it 250 sent and reiceved or does it count just 250 sent?

It counts both sent and received, If you don't open the text message then it doesn't count it.

Its 250 sent and recieved last time I checked. I have free texting so I wouldnt know but I've heard that its both
