FEMA said it would be safe, however thousends of people have died since 9/11 due to cancer and other disease's caused by inhailing vaporized concrete.

and yes... people weren't killed on the spot by the smoke but health complications arouse because of the debris

Only 10 people were killed by falling debris  However, many more are suffering from illnesses cause by the toxic materials present in the debris.

They survived, but like the other answerer said some are suffering from illnesses from inhaling the toxic material in that dust. Also, some of the dogs that were used to find people trapped in the rubble are suffering/suffered similar lung ailments from inhaling the dust, and the dogs came in hours and days after the collapse happened.
