  1. Actually, it used to be measured to the towns post office which is usually near the town hall in many towns.  I was wondering this myself a few years ago and heard it was the post office so I called our postmaster general's  office and he confirmed it though many cities are using just a town center or main district for a reference point.


  2. The center point is usually used when measuring distances between cities, especially straight line distances.  The highway department determines the distances for signs and mile markers.  These distances are transferred onto road atlases and probably GPS devices.

  3. The City Hall or Town Hall is the center point for the measuring of distance by the Highway Department locally, now using GPS.
