  2. No it has nothing to do with hot water heater.

  3. Does this happen on every faucett?? Does this happen on Hot water only.?????  If it is on one faucett only..... you have a bad faucett...  If all hot water faucetts are affected ,,,check to see if the the hot water line is pinched or kinked.

  4. Sounds like one of your valves is going bad.Check all shut off valves from hot water heater to the faucet in question

U need to evaulate the pressure (cold water).  If it's normal, check the other hot water outlets.  If the pressure is ok.  Than its that faucet.  If the hot water pressure is affected through out the house.  Than u need to see what's blocking the pipes for the pressure to go down.  Start from the shut off valve from water heater,  cold water.  Make sure its wide opened.  If u got those twist valve...the gate is not opening.  U might need to replace that valve.  I preferred the lever type, because I know when they are opened.
