When the program GIMP layer manager bar doesn't show... how do I make it show again?

When I closed GIMP (a graphic program) Layer Manager, I can't get it back up! I tried reinstalling twice, but nothing has worked. How can I make it show again?

For the layer dialog

if the pic is not open, go to Gimp Main window, menu, file, dialogs, colors/layer(ctrl+L)

if the pic is open, go to menu above pic, dialogs, colors/layer(ctrl+L).

Alternatively, On Gimp main window, go to menu, File, Dialogs, Create New Dock, Layers, Channels & Paths, that's will bring up a lot of dialogs, including the layer one.
