That high is a ridge of high pressure.  The flow around the high is clockwise in the northern hemisphere.  If the flow around the high is strong enough, the hurricane will tend to get steered around or deflected by this flow.  If the flow is very week or the hurricane is surrounded by an area of high pressure, it will tend to be be nearly stationary or will drift towards a weakness in the high pressure field.


  2. High pressure system. And high pressure over an area generally means warm, fine weather.
