  1. NOTAMS or "Notice to Airmen" are issued by almost everyone concerned with flying to advise airmen and those involved with flying of just about anything that may prove hazardous to flying activities.

The list of reasons for issuing a NOTAM is endless:

    - temporary change to anything

    - a new hazard eg a new mast may have been erected

    - a permanent change  that has happened quickly, and often unexpectedly for example, due to terrorist activity.

    - a change to flying regulations in a particular location/airfield

    - anything really that needs a wide dissemination

The format of NOTAMs is laid down by ICAO, the international  UN flight standards authority. The format can be found in any flight briefing room and, YES, dates, times and locations for NOTAMs are stated.

  2. there are two number units, probably starting c and d letter /not sure about the letters/, which equal from and to... if there is permanent validity then the latter one is stating PERM

first there is airport of validity : LKPR then is 0804041200 meaning from the year 08, month april, 04th, 1200 utc  then another number 0804102359 meaning year 08 month april day 10th, time 2359 UTC is the following: /body of the message follows/ valid

edit>the starting letters are as follows:

    a) airport of validity

    b) from

    c) to

    body of the message

  3. You can get the NOTAM from www.faa.gov

On the left hand site is the NOTAM link.

  4. It states the dates and time frame right on the NOTAM
