Tete de veau (calf's head) is regarded as a great delicacy in France. I have never seen it in a US restaurant, though.

Slaughtering methods vary but the head is cut off after the calf is dead.

An animal sold for slaughter is weighed before it is killed not after. that's why it is stupid to let an animal starve before being killed. thin animals don't get a good price.

animals are bought and sold by weight, so not using every part for something would be a waste of money.  the head will go somewhere, as will the heart, brains, liver, tongue, etc......

hope you know veal isent just a calf they kill.they make veal by puting them into tinny boxes so they cant grow or move then after leting them suffer a month or two then yea they cut off the head
