When they say 2-3 weeks pregnant what do they mean?

I'm looking up early symptoms for pregnancy and they say about about 2-3 weeks you might notice breast tenderness and at 3-4 you might notice slight nausea. When they give the weeks does that mean 2-3 weeks after conception, 2-3 weeks after your missed period or 2-3 weeks after the first day of your last period?

I means 2-3 weeks pregnant.  What's so hard to figure out about that?
