When tinting the windows in my car, i was told to use a heat gun. can i use a blow dryer instead?

You can try, but it may not be enough. Do it on a warm day in the sun so you will need little if any aditional heat.

you can but it will take longer. Most blow dryer just aren't hot enough or push enough air over the surface. If you don't have a heat gun you can get one for under $25 bucks. If you have a torch tip connected to a portable propane bottle that is also used by tinters.
