2-3 weeks after installation is perfect but don't go with your lawn fertilizer which is mostly Nitrogen  and fosters top growth this first time.

Instead, use a 15-15-15 or 16-16-16 to cultivate an all over healthy plant with strong roots. Apply at a rate of 1.5 lbs actual nitrogen per 1000 sq ft, or if you;'re using the granular 15-15-15 equals 10lbs/ 1000 sq ft.

15-15-15 is a good all purpose fertilizer. Home Depot sells 50lb bags for about $30. You can use it on most everything, your trees, shrubs, annuals and perennials.
