When to use Warm regards at the end of an email? ?

Can a male use it to another male, or is it more use for male to female or vice versa.

Can it be use to relatives, love ones or not so close people?

And if a guy send it to girl is that a cold way to address her, despite the warm thing.

Based on my own personal experience, I sign "warm regards" when I have a close family member, relative or cousin that I get along well with.

I don't know if I would use "warm regards" with a male/female friend outside the family because am not too sure about that.
