Special- when you emphasize on something unique.

eg- For me, dogs are special

Especial-When you emphasize on some quality of an already emphasized thing.

e.g-For me, dogs are special,espeially Terriers.

Use especial when you're speaking to a Hispanic person.  lol sorry, couldn't resist.

Use special for english and especial for spanish. Difference is language.
