When using a drawing tablet, how do you outline your photo and make the lines straight?

I'm using photo shop elements 5, and I have no idea how to make the lines, well look like a pro, so some help would be nice.

Do you mean that you want to make a border around the photo? To do that just slightly increase the canvas size, and then use the bucket tool thing to fill in the edges with a color.
