When using wax on your Eyebrows, Do you put the wax on first?

This may sound like a really dumb question...But I recently bought an Anastastia brow kit for my eyebrows.....It has wax, a highlighter, and 2 shades of brunette color....I was wondering...Do you put the WAX on your eyebrows to keep them in place before you put the color on,...or do you apply the color and then the wax over the eyebrow to keep the color in place...Seems like it might work either way..But wanted to ask some of your experts....THANKS!!
